Relationalism implies an infinite field of relations, which means it can be as entirely unforgiving in its behavior as if it were based on some rigid fundamentals. I’m not sure how much credit I give string theory but for example in that view of things, physical laws are a consequence of the shape of a multidimensional “manifold” called a Calabi Yau manifold. This shape, in a relational ontology, would depend on or be part of something else, and so on. There is no hard boundary but that does not imply that the laws of nature have to go all loosey goosey!
