It is life friendly inasmuch as it permits life, which almost all configurations of physical law do not. However this "friendliness" need not imply life is abundant in the universe. I would also say that evolution does not imply purposiveness - teleological evolution - but evolved life forms develop their own purposes, which is after all where human purpose comes from.
