I’m not suggesting that different laws apply to different regions of the observable universe. But fine tuning strongly suggests there is much more to the universe than meets the telescope. Cosmology gives us a good idea of how this universe was formed from quite close to the Big Bang, but that is in no way the same thing as explaining the whole of existence. Inflationary cosmology explains a lot but it obviously does not explain the structures within which inflation takes place. Remember that in superstring theory there are around 10^500 Calabi Yau manifolds which might describe the universe and that all these manifolds may exist, giving rise to different physical laws in these universe.
